    Transport and Building sectors. In November 2000 the Commission published its Green Paper on Security of Supply . Consultations on this paper were conducted over the following twelve months. Details of the proposal can be seen on the Commission web site, accessed at: http://www.europa.eu.int/comm/energy_transport/en/lpi_lv_en1.html At the time the Green Paper did not lead to any binding legislation and it wasn't until the summer of 2003 when supply disruptions occured in North America and in parts of Western Europe that the Commission developed more binding legislation. The most widespread blackouts in Europe occured in Italy, which resulted in considerable distruption to supply across large parts of the country. The Italian blackouts lead to calls for a variety of new measures to be introduced to guarantee continuous supply however, not all of these measures were necessary and some would lead to greater supply insecurity.
