The introduction of the liberalised energy market is supposed to lead to a 'level playing field' between different generators. This should mean that no particular generator has a unfair advantage. For this to occur then all the Government support for different generators must be clearly documented and justified. Furthermore, all costs associated with environmental damage, such as emissions, must be included in any economic analysis.

Despite the stated objective of creating a level playing field, the European Union, continues to favour particular technologies, usually coal and nuclear technologies. Furthermore, it continues to allow subsidies, which both skew the market and more often than not lead to significant environmental damage, from Member States.
